Yes, from 1982 until 1998. He is the only player, apart from Mexican Antonio Carbajal to have played in five World Cups and holds the record for the most number of matches played in World Cups (25). Uwe Seeler of West Germany is second with 21.

Yes. 1982 was his first appearance and he played twice, one of them I think was in the controversial game against Austria (potential match-fixing scandal). West Germany finished runners up so he got his first runners up medal. Mexico 86 he got another runners up medal as they lost to Argentina. He had the job of marking Maradona. 1990 and the greatest moment for him as he lifted the World Cup for West Germany. 1994 in the USA which many thought would be his final tournament but he returned for France 98. As mentioned he holds the record for most World Cup Finals appearances, and the joint record for tournaments played in.
