The servers are being run by individuals or "clans". If you are constantly being kicked, then you need to check your connections. You also need to make sure that you're following the rules. Some servers will kick you for using foul language, so make sure that's not the issue. Make sure that the server you connect to is not locked, passworded, and is an "open" server. I've been kicked a couple of times, when I entered a server that was "by invitation only". My bad. I've ran into a server last night that was poorly run, and they kept having to reload the maps.

What do you get kicked for? If all servers kick you ou then I would imagine there is some kind of problem. Are you fully up to date with all the patches/maps? I dont play CS but I dont think there are any official servers
