No, he may not. A President is allowed no more than 2 terms of office or ten years' time spent holding the office of President of the United States. Clinton's already racked up 8, and if elected again, he'd be going on 12.
As far as how long he'd have to wait, he'd hae to wait until the Constitution was amended--no easy feat.

Under the Constitution ther was no limit. Under the Amendments was added the below. You can only serve 2 terms period!
AMENDMENT XXII
Passed by Congress March 21, 1947. Ratified February 27, 1951.
Section 1.
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once.
