Probably the best would be Adobe Photoshop. Unfortunately there's no one-click operation available to solve that problem. You may have to apply a number of filters and retouching techniques depending on the nature of damage and/or distortion. There are a number of tutorials available on the Internet.

I believe Adobe Photoshop is used for many professional image editing.
Look into investing in Photoshop. Its a little expensive, but worth it.
I have used photoshop for anything from red-eye to repairing some of my pictures after Katrina.

I Use Paintshop Pro 8. Its pretty good and you can do quite a bit with the program.
