go to start menu click run
and then type command and press enter

You're probably referring to the command prompt.

Click on Start, select Run, and type cmd. Hit enter.

(If you have an older version of Windows like Win95 or Win98, you would type "command")

there are two ways :
1> go to the start menu, select run, type command . then press enter.
2>go to the start menu select programs, select msdos prompt .

if you are using windows xp
ntfs file system
you may not open MSDOS on your computer.

if you use win32
start
run
command.com
