put Concealer on them first. don't use foundation cause it rubs off fast.

You can try putting powder (face) on your eyelids before putting on eye shadow. That's worked for me occasionally. What has worked for me the best, though, are eye primers. There are cheap ones out there and then, of course, more expensive ones. One that was recommended to me was Elizabeth Arden's Eye-Fix Primer, but I've found that the cheaper ones work just as well.

MAC has a good eyeshadow base that they'll show you how to use or even going to Sephora is helpful.

If it is liquid/cream then dab some powder on top to 'set' it. If it is powder then you need to cleanse oils from the lid first and put a dab of translucent powder on after the color is applied.
