Because we start to identify with them apart from their crimes and want to see them succeed.
Or, we think their crimes serve the greater good (e.g. Robin Hood).

It just depends on their motives and if they are a likable character. We get to see different aspects of their life that the other characters don't see. That is the way it is portrayed in the movie.
Most criminals in real life have good qualities too. But their actions out weigh the good as well. I like to see some of the criminals in movies turn their life around and come out on top for doing the right thing. But I also like to see some go to jail and be punished for really bad crimes. So, it just depends on the movie itself.. I mean I wouldn't want to see the Texas Chainsaw Massacre man come out on top at all or the guy in psycho, or any murderer. But it just depends on the content and their deeds and their character.
Plus---it happens that a lot of criminals in real life do get away with things and get off easy-so that is not uncommon and the movie industry may not be too far fetched. The movie industry reflects society.

plus.. just my opinion--I wouldn't want to see a character like Julia Roberts or Matthew Machonahey go to jail. :)
