Your computer must be equipped with the Bluetooth techology (either its built in or you can always get a bluetooth adaptor and connect it to your USB port)
I assume your cellphone is Bluetooth enabled.

When you get both the devices ready, all you need to do is to switch on the Bluetooth for both the devices, and select the file you want to transfer to the computer, send via bluetooth.

Your cellphone will then try to search for bluetooth devices, and should be able to detect your computer.

Select the computer, and proceed to send the picture.
