not really.. they are natives to the area and their bodies respond to what they have acculmated to or adapted to... the real reason is lack of education as not many countries have schools and teachers are not plentiful in many of those countries.I am sure there are very intelligent people there also.

If what you mean is "does the sun affect the intelligence of people from tropical countries as a result of too much exposure from its heat?", then my answer is varying.

It cannot be directly caused. However, when taken into consideration, with hotter temperatures, people are less likely to do things that would not cool them down. Intelligence is not directly affected, however because of physical and mental differences.
