You shouldn't band a pygmy goat at all, but if you do, they should be no older than 6 months. The younger the better/safer. The better way to go about it would be to castrate them.

age doesn't matter - to band them they need to be small enough that the elastrator ring will fit around the testicles - and on one that is over a couple months that simply isn't going to happen. One that's an adult you can't stretch the band enough to fit it over. It only stretches so much and if the ring is weakened you end up with a band that doesn't constrict evenly...then a real mess as the job is compromised.
