Well, if you're looking for general video clips, www.youtube.com is generally the undisputed website of entertaining video clips.
video.yahoo.com and video.google.com also have sizeable selections for your viewing pleasure, as well as www.putfile.com (although not as good).
If you are looking for Flash movie clips, www.newgrounds.com is the place to go.

Could depend on what kind of video clips you are looking for, but in general You Tube is the best.
Not only can you watch all kinds of video, you can post your own as well. Currently free.
itunes has quite a few videos now, but you will be paying $$ for those.
