It's not actually in any state--and that was done on purpose not to give any one state more power than the others. Washington is in the District of Columbia (DC), but not any state.

The District of Columbia is NOT a state. It is the seat of the federal government. Washington is the city in the district. That is why there is no senator from D.C. Federal troops could go into DC and clean up that infested sewer ... probably should.

It's in a pathetic state, but geographically, it is in no State at all. It's its own district, that's why it's called "D.C." It has attempted throughout the years to become a State, but that has met with vigorous opposition, and so, "D.C" still remains the District of Columbia.
