The tax increases are disguised as fees that must be paid prior to providing any service, or release of public information. If indigent, and unable to pay fees, service and access is denied. Freedom of information must therefore only apply to those who can afford to pay.

FOIA searches can take a lot of time and involve considerable copying costs. Why should the government give those out for free? The costs are generally quite reasonable, and for many uses there is no cost for searches resulting in fewer than a certain number of pages of information. Moreover, the fees can be waived if the request is primarily for the public interest and there is no commercial reason for the request.

fees are legal
if you want information you must submit in writing a freedom of information act request to get that information. most of this information is not available for free access on the web!

Fees are constitutional and are backed by the Office of Taxation laws set up by the Constitution!
