I've got a question for you: Why is it that only blacks can be victims of racism? Well, that's the mainstream view anyway. Seriously, black people can be just as racist as whites. What, because someone's born "caucasian american" (that's the PC way of saying it, right?) they are automatically set for life and do not have to work just as hard as the next person no matter what race? Whatever, man.
I was the only white girl in my class for 3 years.....I've experienced being singled out and stereotyped because of my race too. You don't hear me screaming "victim".
This whole racism issue is so OLD HAT. I wish people would grow up. It only exists if you want it to.

People in general are more aware of perceived injustices against themselves than they are of injustices against others, advantages they have, or circumstances that are truly fair.
Some white males take note whenever an initiative (like Affirmative Action or Title IX) favors members of minority races or women. They perceive a pattern of favorable treatment and interpret that pattern as evidence of an overall "institutionalized" policy put into practice. This kind of self-victimization sometimes facilitates accepting misfortune without accepting responsibility for it.
I never heard a white male seriously claim that he wished he were black, or female. (Well, I suppose a few wish they were women, but not because of Title IX.)
I don't care for labels like "right-wingers," because even conservatives exhibit diversity among their own ranks.

Isn't that why they chose to be right wingers? A lot of them anyways.
kickinupfunf: Laws were enacted from keeping the white race from discrimnating against others. They will not go away until that happens so expect it to be that way for a very long time. As long as the whiny right wingers keep crying and hating, the decent ones will suffer.

Do you notice that your question assumes that some white males believe they are victims of institutionalized racism?
Before we move on to answering your question, we must determine that your assumption is true. Otherwise, we will be making a logical error known as the "complex question."

I am a white guy, conservative, and I have a good life in the USA. It sounds to me like the liberals and minorities are the ones whining all the time. Just look at the answers you have gotten so far.

Because they listen to people like Rush Limbaugh, who is really just an entertainer, but unfortunately is taken seriously.
And white right winger males can only feel their own pain. If it is someone else's pain, it is invalid to them and they consider it whining.

Not to make gross generalizations, but those guys tend to be uneducated, underemployed, or unemployed, have a crappy life and no prospects of a better one. This cannot POSSIBLY be their fault, to their way of thinking, so they have to blame someone. "I could have a great job, but all the affirmative action blacks/mexicans.etc. get all the good jobs. Poor pitiful me!". Also, it makes them feel better about themselves. You know, "I may be a stupid drunk who works a minimum wage job at age 40, but, hey, at least I'm not a n*****r!".
Read Carl Hiaasens "Lucky You". It's a really funny (believe it or not, considering the subject matter) depiction of just these kind of people.

My girlfriend came to work one day almost in tears. Her white, college educated, silver-spoon in mouth, already working in a great job, husband got turned down for a promotion. She said white men in America are having it so hard now. Boy did I feel sorry for him.
