If you are not a huge person (sub-200 pounds) you can safely do 70 for an hour on your rebel.
The problem is heat distribution ... smaller engines have to work harder to maintain that high speed and will start to build up heat, which can kill them.
In high summer, mercury at 100+ Fahrenheit, in any kind of terrain with more change than the beach, I would not run faster than 70 for more than a few minutes.
But that's okay ... fewer tickets that way.
A guy I used to ride with took his Rebel to Daytona every year. Had a great time, mostly kept up with the guys on the Fat Boys and Lard Butts and other HD machines. He did go to a larger bike as soon as he was comfortable, though.
So, 70, dude. And get a thermometer for engine oil.

Personally, I wouldnt ride it over 55 for more than an hour's long trip. I've had a 2001 500cc Buell Blast, and it was a huge stress on the bike to try and maintain 70 mph for a extended length of time. The 250s are meant for in-city commuting, not road-trips. Any motorcycle dealer will tell you the same. For longer road trips at 70+ mph, you need something at least 600-750 cc. Also, with the extremely light weight of the rebel, I wouldnt really chance it at over 55 anyways. I've been hit by a gust of wind on my old buell at about 55-60, and it nearly blew my light butt off the road:) Just my .02, but I hope it helps.

a friend of mine has a 250 rebel and i rode it once the thing is uncomfortable, slow, and extremely light i would say you will get about 2 miles (how long it takes you to get to top speed of 80) and you will get hit by a gust of wind and wipe out. so dont chance it buy a bigger bike if you want to go fast and far

Top speed is estimated to be 91 miles per hour. That might be a little fast, especially if you're a big person.

They are sort of like having a fat girl friend...fun to ride but you wouldn't want to your friends to see you on it.
