In my part of the country, we use a high powered pellet gun.

We put into a wooden frame strong chicken wire and attached to balcony walls.Cheap and fairly easy just make sure you measure everything right! It's like screening you're windows but on a larger scale.It cost around $30.

If you have a problem with pigeons roosting on ledges, etc., many garden centers have "tanglefoot" products that you can brush on the roosting areas. These products are sticky, and birds don't like to roost on sticky surfaces.
