It was at the Clash of the Champions and Sting said that when he decided he would face Flair for the title, Ole Anderson said that he signed his death warrant and kicked him out of the group. They were building up to a match where Sting and Flair would face off, but Sting hurt his knee climbing the cage that same night and they had to wait until the Great American Bash for the program to start up and that's when Sting won the belt for the first time. So yes, Sting was a part of the Horseman, but only for a short time.

Yes! While not an original member, he was a part of the Horsemen from late-1989 into early-1990. The reformed group also featured all original members minus Tully Blanchard (Ric Flair, Ole and Arn Anderson), who was not initially offered a contract after a failed drug test at the end of his and Arn's WWF stint; a test right before the Survivor Series revealed cocaine in his system and he was fired, with Bobby Heenan taking his place on the Survivor Series team. He later tried to neogtiate a new deal, but walked from the bargaining table after they offered him half of the previous offer (which was reportedly $250,000 a year). However, with his positive drug test, he also ruined Arn's deal, as he was set to earn $250,000 a year as well; while Arn of course returned to the NWA, he earned a lot less than he verbally agreed to, reportedly somewhere between $125,000 and $150,000 a year.
As for Sting's tenure in the Horsemen, he was kicked out for his refusal to step down from a title opportunity against NWA Champion and fellow Horsemen member Ric Flair. After a public confrontation at the Clash of Champions X: Texas Shootout, the other members attacked Sting. Later that evening, Sting severely injured his knee making a run-in during the steel cage main event pitting the Horsemen against the Great Muta, Buzz Sawyer and the Dragon Master. The injury required major surgery, requiring Sting to be out for close to 6 months, which caused problems since Sting was slated to beat Flair for the title at the next pay-per-view. For a brief time. Ric Flair and Sting had been teaming up against the Great Muta and Terry Funk. When some of Flair's old horsemen came back from the WWF (I know it's WWE now), there was the four horsemen again, and Sting was a member. Sting still wanted a title shot against Flair, but the horsemen were saying that he wasn't getting one. A bit later they jumped him.
