the oil companies. they claim to be environmentally conscious - tell us all about their conservation and innovation efforts, and yet they are most responsible for the degredation of the environment, thus having the greatest impact.
you were probably looking for the greatest impact that *benefits* the environment, but i thought i'd be political, and answer your question literally at the same time.

Energy companies. They are actually investing money in research and development for alternative energy technologies instead of torching SUVs or squatting in tree branches little spoiled children.
