If I were Captain, I would blast every Romulan ship out of existence as soon as I saw it. "Oh, help!" say the Romulans, "Were broken down in outer space. Fix our warp engine!" "OK. says Picard we'll help." The next thing you know, the Enterprise is trapped, or the blind guy is walking through walls, or something. The next thing you know, there are the Romulans asking for help again. And, it all starts again.

Well the Romulans are not outwardly aggressive and to "keep the peace" Picard is willing to help them out even though they double crossed him more than once. Later on in DS9 the Romulans end up being an ally against the Dominion.
