Jerry, one source for "free" ring tone and wall paper downloads for just about every phone available through almost all the service providers in Canada/US is http://www.freeringers.net/ Mind you there is a "fee" to sign up but this, they say, is not a subscription service. One flat fee and unlimited ring tones for phones from Verizon, Rogers, Bell, Sask-tel, AT&T etc. The site offers a support "wizard" and staff as well. Ratings via customers seem to be good.
About.com offers a lengthy group of ringtone/wallpaper etc for Samsung's as well, it provides links to a variety of free ringtone download sites. Here's a ringtone provider that offers visitors the opportunity to download a number of ringtones, wallpaper, photos etc. Downside is that if you are located in Canada, they seem to only service two Providers, Rogers Wireless and Fido. However, if you are with either provider, there is a vast selection of different cell phone makes/models to choose from and for. Free apparently which always works :) The site is quite large and there may be no problem downloading any of the offerings for your phone regardless of your provider. Call the service provider and tell them you want to subscribe to get a Ring Back Tone. If you have verizon you can go to http://verizonewireless.com/rbt it is so much easier if you do it from online. For verizon it costs 99cents a month for the ring back tone and 1.99 for the actual song itself and it is good for a year. dial 611 or whatever it is for customer service for your phone...you should send a text message to a certain number and it will ask if you want to register and once you reply with "yes" then you can go online and pick and choose a ring back tone. Well that depends on who your service provider is. I have Sprint. I go to website www.sprintpcs.com and log in. Go to "Downloads" and choose "Call Tones". With Sprint you can listen to them online before you buy them. The prices vary but most are around $3 and expire in about 90 days.

Depends on your carrier. If you are unlucky enough to have Verizon, you HAVE to buy it from the Verizon Get It Now feature right on your phone or on their website. They block your phone from receiving ringtones from outside sources (so you can't give your money to other services). They are tied to a few services, such as tones.yahoo.com
