Major storm fronts have such strong updrafts, that they suck water, unevaporated, from the ocean and from lakes. Fish can get caught in these strong updrafts, and then "rain" out of the sky once the updraft that caught them dissipates or shifts.

It doesn't happen every August, but once or twice this phenomenon has been recorded. It's the result of a particular type of storm and wind, something like a tornado, which literally sucks up water and everything that happens to be in it. When the wind loses velocity, the larger items, such as fish, fall back down to earth.
