Creating a website is not that hard, but for what you want to do, it's probably not going to be free.

First you need someone to host your website for you - that means they have a computer that can show your website to the whole world. There are many choices. Yahoo! can do it for you. See http://smallbusiness.yahoo.com/webhosting/

Next, you need to develop the website itself. For what you want to (having people post short messages so that others may contact them), you'll probably need some sort of "form submission" and some sort of search capability. (Form submission just means that the person can fill out a simple form with the message they want to post and click a "submit" button so that you can record it on your site.)

Depending on the hosting provider you have chosen, you'll have different web programming options. You need to have a little program which records the information from the form to the disk or to a database. The Yahoo! site that I listed above lets you write programs in PHP and in Perl which are two simple programming languages. If you don't know anything about programming, you can probably find a friend or someone here on Yahoo! Answers to write a short program for you to record the form data. (You can learn PHP starting at http://www.php.net/manual/en/introduction.php but you probably want to start learning a bit of HTML first - see below.)

After that, you need to create the web pages - one to display the messages that people have left, one with the form to submit new message, and maybe one page for people to search the messages. These pages are probably written in HTML (which you could write by hand or by using a tool to help you create them). A good place to start learning HTML would be http://www.w3schools.com/html/html_intro.asp

Lastly, you upload your web pages and your little program to the hosting provider and you are ready to go!

You must know at least HTML and depending on the complexity of the site you may need Javascript or even Flash. These programming languages are difficult to learn but are very rewarding. I reccoment you start with HTML, its the easiest and you can always build on those skills u learn.

Try using www.Angelfire.com its a free webhosting service, whoch will give you some experiance with HTML and website making. After you have begun familar with all of this, you can purchase a domain name then start building your site.

I think it will take you about 4 months to memorize all the HTML code you need, plus more time for using Angelfire and learning Javascript or Flash. But there are programs that allow you to not need to know ANY code, Such as macromedia Dreamweaver 8 or Microsoft Front Page, i personally have stareted to use dreamweaver 8, but only after learning all the HTML i can :D

you'll choose a software to create HTML archives, a software to move the archives to a server (FTP software), and an information superhighway host (some pc to keep the archives which will be seen on the web).
