I have the same problem! I absolutely LOVE Burt's Beeswax chapstick, but I use the kind that has honey in it, not the minty kind. Honey naturally softens lips so I've found that chapsticks works way better than any one on the market. [It has yellow packaging!]
Also before I go to bed I use a ton of Vermont's Original Bag Balm. You can get it at a drugstore, it comes in a huge, square-shaped green tub and has red lettering and red flowers on it. It was originally designed to soothe cows dry, cracked udders after they had babies [kinda gross, huh?] but it works SO awesome on lips! Also, I recently found out that the company makes a smaller tub [great for purses!] of this stuff, but that ones harder to find!
Another great product is Bobbi Brown lip balm. It's really thick and stays on for hours! And I use Bath & Body Works Sugar Scrub Lip Treatment [it comes in a white tube with purple and black lettering and a black cap!] ... it gets off all of the dead skin so my lips are smooth when I apply lipbalm.

Ok I can help but you have to do exactly as I say.
You first need to buy some SPF 15 UVA/UVB lip moisturizer with Vitamin E, Aloe Vera, with the ingredients Octyl Methoxycinnamate (7%), and Oxybenzone (4%). I dont have a name for this but just look through different chapsticks till you find something with these exact ingredients.
use this^^ one when they are feeling extra dry, use the ones below everyday many times a day
(if you can't find one like the one above, just using the 2 below will work fine)
Now---*
search walmart's chapstic section for the brand Chapstick, and find any flavor that is a lip moisturizer, I like Vanilla Mint, or The blue one ( i think it is regular, and it is a lip moisturizer).
also---* (VERY IMPORTANT)
Go to the makeup aisle where the sell differnet chapsticks and locate the brand Lip Smackers by Bonne Belle!!!!!!
Find the Vanilla single tube. It will look pale yellowish.
These 2 (Chapstick, and Lip Smacker Vanilla) are a must!!!!!
Other Lip Smackers aren't as good as the vanilla for soft moisturizing...trust me...I have been doing this for almost 15 years.
You can even go to the Lip Smackers by bonne belle website to locate the Original Vanilla so you know what to look for.

now just hit in the upper right hand corner where it says fun shop and then where it has lists, select Lip Smackers, and you will see the different assortment of chapsticks, but find the vanilla!!!!

Carry these chapsticks with you at all times, and I just bet that your lips will be amazingly different in just 1 week!!! Maybe even a couple of days.
Be sure to use both of the chapsticks multiple times during the day and always Use the basic Lip Moisturizers first, then apply the Lip Smackers Vanilla afterwards. I use my chapstick at least 10 times a day or more, probably more like 15 times, and I carryit with me everywhere!! You can use all 3, but as long as you have the last 2, you will be wonderful!!!!!!!

well its good that you drink lots of water, but here are some other things you can do. to exfoliate the dead skin from your lips, use a baby's toothbrush and gently brush it on your lips. the bristles are very soft so they will not hurt you. or, you could massage a clean, damp face cloth, again, gently, over your lips and you would get pretty much the same results. then, at bedtime, apply a thick coating of regular Blistex to your lips. (it comes in a white tube in a red box.) dont lick your lips! do this every night until your lips are back to normal, which should be in a week, maybe less. you can even reapply during the daytime if you want/need. just dont put a big glob of it on because it is white. but it doesnt matter when youre sleeping lol. hope this helps you!!

I would agree that you should make sure there's no underlying medical condition that might cause chronic dry lips. Having said that I use a product from Beauty Control called Lip Apeel. There's a peel that you put on to remove the dry skin and then a really great moisturizer to use after that.
Depending on where you live, you may be able to find someone local that sells Beauty Control or here is 1 site that sells the product online:

First, rub some vaseline on your lips and LIGHTLY rub with your tooth brush. This should remove some of the peeling skin. After that you can continue to wear a light coating of vaseline and the taste will stop you from licking them! But if youd rather use chapstick then vaseline, wear one such as carmex, its thick and soothing.

Make sure you drink 8 glasses of water (at least), don't have too much salt in your diet and use some chap stick.
You can also use a very soft toothbrush and use it to massage some lotion on your lips. This will help get rid of the loose skin particles.

I read the "vaseline", in my experience, vaseline really works, especially if it is plain. The other thing, are you taking any medications or have any illnesses that may be making your lips dry? The last comment, don't lick your lips! It dries them out

I pile on tons of regular vaseline on my lips at night before I go to bed and I wake up with soft kissable lips. It might get your pillow a little messy but it's worth it.

just to let you know, the more chap stick you use, the more your lips will want it. It actually starts to dry out your lips, making you use more, and then eventually buy more (marketing scheme). So it'll suck for a week or two, but try to stop using all of it, and see what happens.

You may be suffering from the inside out. Rather than address the outer symptom only, address the health of your mouth. Also, ask yourself, "am I well hydrated?"..If you are in doubt about your fluid intake, and you want to cure your lip dryness, increase your fluids for 48 to 72 hours. Continue to apply outer moisturizer and drink plenty of fluids and see how that goes..If you are worried about caloric intake then keep beverages calorie free. If all else fails, see your local general medicine doctor...good luck
