Well, you shouldn't flat out TELL her. Maybe just lend her some of your clothes ["Wear this to the baseball game tonight! It'd look so CUTE!"] or offer to go shopping with her and show her some options that are more flattering.
You don't want her to think you're attacking her. So go with her to shop, and find things that she likes [capri pants?] but play it up with like graphic T's and fun accessories. Show her how awesome she can look!

WHY? Do you feel embarrsed around her? Do you shun her for what shes wearing? Ask her if she likes her clothes if she does leave her alone. If you can't respect what she does then you shouldn't hang out that much
