To expand on what n4mwd said, that looks like it's probably a dynamic IP address assigned by somebody's dialup ISP in Cincinnati. So unless you can subpeona the ISP for the info as to which of their users was logged in and using that address at a particular time, you probably can't get any more specific than "somebody in Cincinnati who is a customer of fuse.net".

To trace the owner of an IP address, open a command window (Start Button / Run / type in CMD).
Type in tracert 208.102.71.20 (or whatever IP you want to trace).
If will list all the routers it has to go through as it finds it way to the IP address.
Took me to someplace called fuse.net, and ended there. Got to 208.102.71... but not 20. So appears to be a person who has an account with the fuse.net ISP. But they have the actually "who it is" blocked.

I returned the same results as everyone else trace route on that IP address times out. Not necessarily invalid.

do this.. type at google OR the main thing type that in your address box and after you done that click go because everything computer has a IP address for example mircrosoft has there but im not gonna type that because since you need the name of them it could be a spyware site so im not testing it my self

That isn't a valid IP address.
It doesn't show up in a search and it didn't return a ping.
