The closer to the poles the better - there's very little there in the way of a target, and the jetstream doesn't blow that way.

Nowhere on earth will be safe, considering that the fallout of all Nuclear Warheads being set off will cover the earth. Noone will be able to survive unless they are inside a bunker with atomic filters on the air intake.

But really the likelihood of such a war isn't very plausable. Least not on the scale needed seeing as to render the entire world uninhabitable. You'd certainly have nations not involved and nuking things would destroy cultivatable lands that people need to produce food. I think people in power would be smart enough to try to avoid that. Given how intertwined countries are economically today they'd only be hurting themselves by going into a nuclear war.

well itz not goin to b in the water, that will b inhumanly toxic by the time we have a nuclear war, antarctica is formed by oceans, so not there, id have to say before that the government will need to build domed citys to live in because every where else will be unsafe

Nuclear war is not likely to happen any time soon and maybe never. If nuclear war starts...no one will be safe, no country will be safe.
