Take a squirt bottle of water, and spray into the carburetor while the engine's at full throttle. Don't spray large amounts, just small squirts, and the water will break up the carbon deposits with almost no effort.

take the spark plug out of the mower. Put about an ounce of Marvel Mystery Oil in the spark plug hole. (Think Turkey baster)
You will have to tilt the mower back enough to allow the product to sit in the combustion chamber. Too far and you might see engine oil spill out.
Let it sit for a cup of coffee, and pull the cord a few times. put the plug back in and fire it up at no more than half speed. It WILL smoke for a bit. Let it run for about 5 minutes. Remove the plug, clean and check the gap, or better yet put in a new plug. That should do it. Not much carbon should be in it anyway.

Where specifically? Inside the motor?
Try going to Midas, Autozone or place of sorts and ask for 2-stroke engine cleaner..they know which one..
It should be a solution that you just mix with the fuel.
Or you could tear down the engine and do it by hand in which case you need a maintenance manual, some mechanical suave
and a bit of patience.
If it is in the exhaust then remove the exhaust and put fuel in and let it burn baby!
If it is the spart plug just buy a new one. If the spark plu is continually fouling then you have too high an oil mix ratio or your piston rings are worn..in which case send it in or go the maintenance manual route.

Well April, it all depends on whether you've torn the motor apart, in which case you can just use a good solvent or even brake cleaner but if you mean while it's running then just go to an autoparts store & buy a can of carb cleaner in a spray can & shoot a little at a time into the aircleaner (with the element removed, of course) while it's running at wide open throttle. Easy does it though, just a little at a time or you'll remove all the carbon buildup & you'll screw up the valves or worse, the piston rings, okay?

Use a wire brush but you may have to re-set the gap on the plug if you brush it too hard....or buy a new plug
