There are 4 concrete steps. I was thinking of mounting aside of steps in hole in ground and pouring concrete for support. A four foot length should be enough for rail.

try your local depot type store
they sell pvc railing kits, and you install a steel rail inside (read the instructions before you buy it and get the extra piece)
their fairly cheap and very strong
the uprights install to the concrete with 4 screws for each upright
only take you about 45 mins total and no cement or digging

No. A 2X2 is not strong enough to support weight. You will need at least a 2X4 railing.

I would check with your local city hall about building codes in your area. What might be strong enough or cheaper might not be legal...
