All the way back to scratch. To start all over again and I don't care what is lost ?

You might want to get details on making a startup disk and if that will work to start fresh????
There are also websites for windows 98 that may have all you need to clean it up!
Another suggestion is to just get a disk for windows 98 from someone and do a new clean install.
Do a search for microsoft windows 98 and you will be surprised at the really good websites for situations like this.
Maybe there's a utility that will clean your files and registry but leave the main windows program.

Put the Windows 98 CD into your CD drive and let the PC boot off it. Should offer you a menu with the option to start windows set up. Follow the prompts and it will format your hard drive and reinstall windows.

Find the backup disk for Windows 98 opertaing system that you got when you purchased the computer. Follow the directions and re-install windows completely.

Chile, now what you need to do is you need need to get a whole new computer. And though that crap away. You need to step in the the season and get Windows XP. In a few months Windows Vista will be on market.... Chile you you needs to upgrade....
