umm I hope you are asking how a doctor will do it... don't do it yourself. That will be painful and increase chances of infection. It needs to be a sterile procedure. The doc will put what looks like a crochet needle into the sac to open it. Like I said it is not ok to do it by yourself though!

Sometimes it can break on it's on when natural calls, having sex, stress, or the Dr. or Midwife can break it by something that looks a lot like a long plastic tongue depressor with a hook to gape a piece of the sac.

it normally breaks on its own but sometimes they do it to help labor progress or be more effective, the nurse will stick a hook inside you and catch the edge to the sac and make a small tear

If you are far enough along you can have sex to induce labor. but unless you want to kill the baby I wouldn't break the sac!

a doctor breaks the sack with a small crotchet hook looking plastic tool, not to be done by anyone else,so no ideas here like trying to have the baby on a certain date.

the dr or nurse uses an amnio hook but dont attempt this unless you are trying to kill your baby cuz if the baby is up too high the cord could prolapse and cut off oxygen to the baby.

What is the reason for this question? The doctor will do it, if it doesn't happen by itself. The wetter the birth is the easier it will be for mother and child.
