No, it's not.
Counting numbers are the set of non-fractional numbers from one to infinity.
Whole numbers are the set of non-fractional numbers from zero to infinity.
Integers are the set of non-fractional numbers from negative infinity to positive infinity, including the number zero.
A whole number is always an integer, but an integer is not always a whole number since a whole number cannot have a negative value.
Along the same lines, as integers cannot consist of fractional values, a fraction cannot be an integer.

No. Whole numbers are numbers like 0, 1, 2, 3, 4, 5, etc., integers are the same, but include negatives, rational numbers are integers including fractions, irrational numbers are numbers that can't be made into a fraction or whole number, real numbers are rational and irrational numbers, and imaginary numbers are numbers with a - under the square root sign.

fractions are of the form a/b where b is not equal to 0 but A and B are not necessarily integers. {1/2,2/3,3/4,4/5,...} (3/1 can be a fraction because when you have a whole number like 3, it is automatically placed over 1. Fractions are rational numbers, but not integers)
integers are the union of the set of negative integers and the set of whole numbers. {...,-4,-3,-2,-1,0,1,2,3,4,...}

A fraction is a way of expressing any number that can be expressed as one integer divided by another integer.
Examples include:
1/2 = 0.5
4/2 = 2
They are also referred to as rational numbers.
Irrational numbers cannot be expressed this way. There is no fractional equivalent of the square root of two or pi.

Only if the fraction is actually equivalent to an interger, such as 4/4, 8/4, 12/4...which is equal to 1, 2, 3..., but 1/2 or 5/8 is not an interger

No, only whole numbers are integers. That would've been better served by asking a math teacher.
