This is a question about Vicente Fox's motivation for his maltreatment of his country and promoting his citizens migration. It is not a generalization about Mexican's reason for migrating.

Mexico's immigration policy would be consistent with attempting to reclaim US territory. They allow and encourage their citizens to illegally come to America to work jobs and send American wealth back to Mexico, but they don't allow non-Mexican foreigners to come to Mexico and do the same thing. This gives Mexican citizens a stake in US territory and could allow Mexico to someday claim American territory as Mexican - imagine if the Mexican military rolled through and the Mexican people in the southwest supported them and drove the Americans people back.

Not only are they trying, they are doing it. What would it take to leave the Union? Say a vote of the people in the state? What are the percentage of mexicans in California? Hmmmm, maybe Oregon will border Mexico in a couple decades?

No. Why would Mexicans risk their lives to leave Mexico just to rejoin it? Use some logic.
