Yes, it may....flywheels can break around the crankshaft and only allow the flywheel to flop around in the bell housing. Generally, they crack and it will sound like an engine knock. If the ring gear is messed up, you can turn the engine by hand about half way around and give it a try. Many times I have found that the mounting bolts on the starter are falling out or someone has replaced them with standard when the require metric threads, or the starter is shimmed and shouldn't be. I have rarely....RARELY had to change a ring gear and never one that was completely destroyed. You should check your starter. Although you haven't supplied any information as to what is wrong with your car....just a guess.

If its messed up too badly, you don't want to start it. A damaged flywheel at high RPM'S can explode. You could loose a foot or toes if pieces penetrate the cabin area and do a lot of damage to the car.

your flywheel has a whole lot of teeth around it if all the teeth are worn your out of luck but if you ahve some teeth left all you have to do is push it in gear for a few inchs and then put it in park and crank that sucker up. the starter need to grab and spin the flywheel to start

If you have no teeth on the flywheel at all, then the starter will not engage, so no.
