thats not really a wargame. A wargame is any game recreating combat/war. Risk is more of a game recreating it on a higher level, and is, a company level strategic game.

The first type of wargame is called boshing. it involves the participants using fake weapons to try to win the bosh. This may be fake guns, fake bullets, or fak swords or arrows, etc. Although usually for training it can be for fun.

The second type are actual games, usually on computer, although some on board, where players make and maintain an army. this is usually referred to as a strategy game, although usually that catagory includes games like myst and diablo, so a closer classification would be wargame.

The third type are boardgames. Titles include ASL (squad level WWII) The fall of alexander (Platoon level- the greco persian wars in the bc time somewhere) and australias own World in Flames (Platoon level WWII)

The last and best type of wargame are games which use metal or plastic miniatures to represent soldiers, tanks or artillery, and have a set of rules used to fight imaginary or real battles. Common games include Warhammer, DBA/R/N/M, HOTT, Warhammer 40k, The Lord of the Rings Strategy Miniatures Game, Flames of War, Spearhead, Crossfire, Warhammer Ancient Battles, Warmaster, etc.

All are expensive. :)
