Primus Communications is the one you need. I use them:

If that doesn't do what you want, consult this list of providers:

I just moved from Santa Barbara to Canada to Hawaii and I had a good deal with cingular. I think it is around 70 a month and you can call for 500 or 900 minutes a month, way more than I needed. It is offered through Rogers if you are already in Canada or Cingular if you're in the states. I got great reception and good service in all places. Plus there are stores all over the world if you need help.

If you are looking for a cell provider who will give you both national and international rates, or decent rates, hold on to your chair, there are none. Especially when it comes to pay as you go. The only hard core advise I can give is, if you frequent trips to Canada, then get a per-paid for both sides of the boarder.

My Advice is ...None are good in pre-paid....U need to goto a Cell phone company that provides service for cheap rates...I own a T-Mobile phone and they have great rates US and Canada,,,lots of mins and Free Weekends and Nights and roaming....And if u Dont have a Phone they will give u your First phone for free OR for a low cost...AND....U dont have to have a C/C to get one just a drivers license.

Verizon pre-paid service or Virgin moblie are both good (Virgin mobile runs on the Sprint network). I know someone who has verizon and used her cell phone in the U.S. Virgin Islands while she was on vacation, and I use Virgin mobile, and while I haven't used it outside the U.S., I am supposed to have coverage anywhere on the continent.

I have been responsible for 200+ phones at a time and have well investigated "Talk&Pay."
As far as I'm concerned, for what you want there are only two choices,Tellus & Bell Mobility.
