The rough edges are a throwback to a security measure used when coins were made of valuable metals. The milled edges could not be ground or shaved off without someone noticing. The nickle and penny weren't considered valuable enough.
Nowadays, the edges on a dime or quarter are more for decoration, but they are used as part of verifying process in vending machines.

The reason they are different is so that blind people can tell which coins they are using by the size and edges of the coin. Now all they need to is make dollar bills like that so blind people can tell which bills they are using!!!
