I am not sure about the guidelines or if those folks with the mindless babble really do intend to ask questions... though the intention is quite clear, more than anything they want attention. All in fun I guess as long as no one gets hurt and they can take the responses!

In order to be a question it has to start with 'who what where why or when' otherwise its bable.. You can also begin with quién qué donde porqué cuando, or wer was wo warum wenn or qui ce qui où pourquoi quand or wie wat waar waarom wanneer
