No. Because walking implies they have a destination. "Wandering" would be more like it.

No the correct saying is "Intelligent out walking around"

The people from Iowa are wonderful. I was born and raised there.

We just avoid the people that are not from Iowa those would be the "Idiots out walking around."

Well I don't know anyone from Iowa personally but the ones I have seen about aren't big blue meanies, being mean to people just because of where they live
