Okay so I have a best friend who is in the Army and I need to know what the time differences are between Oregon, USA... and Korea... Does anyone know... I don't understand what it is!! So if any help thanks...

You are 7-8 hours later than Korea.

I will assume that you are west or north of Malheur County, about 80% of which is on Mountain Time.

From 02:00 PST on the 2nd Sunday of March until 02:00 PDT on the 1st Sunday of November,
Korea (UTC+9) is 16 hours ahead of Portland (UTC-7).

From 02:00 PDT on the 1st Sunday of November until 02:00 PST on the 2nd Sunday of March,
Korea (UTC+9) is 17 hours ahead of Portland (UTC-8).

04:00 PST (in Portland Nov-Mar) =
05:00 PDT (in Portland Mar-Nov) =
21:00 KST (in Korea)
