That sounds straight from either a weird translation book or a Spanish grammar. I am a native speaker of Spanish and I'm 100% sure that phrase has never been uttered in the native context.
Although it means "Does this street belong to you?" or "Is this your street?" (not necessarily the same meaning as the first), I would venture to say that it is asking whether you, or the person addressed, lives in that street.
