It's a epileptic reaction, to the flashing lights.
This happens alot in nightclubs.
People though it was cool and start mimicing the moves that were made by the epileptics.

its a way of keepin up with the beat n wat you rappin bout ,its a form of showin you emotions attached to the song.....it helps in rememberin the lyrics coz rap n r&b are not like other fake type of music where pipo just get to scream and play loud guitors lookin like zombies.its about poetry which is best expressed by hand movements.
