It is for you to report people who are breaking the rules in the "rules of conduct" section on the main menu. In the game some people do such things as item and password scamming, offensive language, False representation and macroing. If the Jagex staff verifies this than the person who broke the rule will be banned
If you find someone breaking one of the 15 rules in the code of conduct than you should click this link and type their username before you click the offence.
If you report too many people or report them falsely than you will be banned from the game.
