It depends on a lot of different factors:
- pricing of the tailor
- complexity of the pattern
- your size
- expense of the fabric
- do you need them to make you a pattern
I'd recommend you go to the area of your community that has a high immigrant population and start getting quotes. That is your best bet for lower pricing. Alternatively, if there is an art or fashion or jr. college with a design program you might consider giving them a try.

With certain designers couture dresses (custom made) can be very expensive however if you get an independent dress maker or better yet go to your local college and ask fashion majors, then you should be able to get a good price. Some students will do it for just over the price of material so you should definitely look at your local college! Good luck and hope you love the dress.

all u need is a good tailor + the right material...u can ask the shop u buy the material from how much u need to buy for the style (length, etc) of dress u want, they will know how much to give you when they see u, and u describe the dress u want to make, good luck graduating!! hope the dress looks amazing@!
sorry i have no idea how much it costs in your area to make a dress, but it shouldnt break the bank, chances are the material will cost more than the tailoring

It can be, it just depends on whether or not you know someone. A good place to meet someone who might be able to help you is craftster.org. You can also try going to etsy.com, choose 'Alchemy' and it gives you an option of listing what you are looking for, and how much you're willing to pay for it, and what your conditions are, and then letting people bid on your project to make your dress. (Etsy is a marketplace for crafters, handmade items, etc)

YES getting things custom made are expensive if u wanted that look u could of just brought a black sleevless skirt and added some black riffes to go with it.
