There are two aspects of the gameplay: taking damage and dishing it out. It's more important to learn how to minimize the damage you take than to be an l33t snip3r.
Defensive strategies:
- Always make sure you keep moving
- Avoid jumping or moving in a straight line towards someone
- Get to the higher ground first
- Never do the same move twice in a row
Offensive strategies:
- Mix up your behavior: keep changing your attack and retreat routes, use different weapons, etc.
- When your oppenent jumps, put a frag on the spot where he's going to land
- Save your fuel rod and rocket launcher for close combat
You don't have to be online to practice. Just load a map and practice hitting a target while maneuvering. And you need to master hitting moving targets with a pistol.

Practice practice practice. its the only way youll get any better at all. i wouldnt say go for the campaign mode on the hardest difficulty JUST yet, but work your way up, do easy, normal, the heroic, and once youve smoked heroic, try legendary. not that either will make you better anyway, as the AI totally reacts differently to you than humans do, and the only things that makes it harder is that the enemy takes less damage from your shots, and you take more.
also, with online play, find a group of friends that works well with you. if you have a specific weapon that you excel with, get better with that weapon... eventually youll be almost godlike, and can move on to try something else.
above all else, have fun... its not worth playing if you dont

I was the same way when i first started playing counter strike. The only way I got better was by playing players that were much better than I was. As long as you keep doing what I did, you WILL get better.

Well I can tell you something about sniping. Lots of people try to shoot directly at a person while sniping. That doesn't work unless they are standing still, and who stands still during halo. So what you wanna do is shoot a couple of feet ahead of them. This will guarantee successful sniping.

You could use glitches but i think Bungie took care of those. try using the needler its the best thing for fast melee hits and if you unload a whole clip on some1 with oversheild your more than likely to get a kill.
