I'm not sure an EMF meter even exists if EMF signifies electro-motive force as I think it does. Did someone recommend this to you?. Maybe it's another name for a volt/amp meter which may also measure resistance and some electronics parameters.
If so most electrical shops will sell yo one for a price ranging from 10$ to much more.if self-ranging and overload protected (Fluke is a well known brand). You need to know how to safely use one of these instruments as you could cause a short circuit.

EMF is electro motive force which is voltage,so ask for a volt meter(sometimes called ampmeter since they usualy do both) Radio Shack,any electric supply house,Hardware store.Why not just borrow one(cheap ones only cost $20 or so or used ones $5 or you can pay up to several hundred $) Ask someone you know who is familiar with what you are going to do with it what you should do.If you are trying to measure EMF in the radio freq range (called a field strength meter)they can get quiet expensive
