Let them pop up and as they do replace them with longer, galvanized decking screws. The holes in the wood have opened and dgeraded and no effort will truly stop the process if you keep the nails.

The pressure from people walking on the spaces between the supports below slowly pushes the nails out. Replace the nails with screws that are longer and or wider, than the existing nails. It's time consuming but well worth the labor in the long run. All wood decks eventually need the boards replaced, but screws won't work out as quickly as nails will.

You have the wrong kind of deck nails. You need the ones that are either twisted in a spiral or have rings around the shank. Better yet screws.
Instead of pounding down the loose nails replace them with screws or deck nails or you will fight this forever..

You are better off to put screws in it, 3" and it is pretty tough, the treated lumber has a tendency to warp, sometimes real bad, it can even pull or break screws. When you rebuild the deck sometime down the line, don't use wood, use the new fiber boards, more expensive but no problems like you are having. I have the same problem but, I am not rebuilding till I have to!

First of all it is caused by the wood expanding and contracting,I would suggest replacing them with Deck screws,if it is a fairly new deck. See when wood gets wet,it expands. And shrinks when it dries.

Replace the boards, but buying new boards, drilling holes where the nails will go, then squeeze some gorilla glue in to the holes, and pound in the nails or even screw in some screws, instead. I really think you might need to boards. But if you want to try to go with out replacing the boards, replace the nails with tough screws.
