Write out your resignation in advance. You only need to say you are resigning and what your final day will be. Meet with your boss in person and tell him and hand in your resignation.
He will no doubt want to know where you are going, what your offer was, etc. You need not answer anything if you choose not to. But be professional and matter of fact. There is no need to say anything or burn any bridges.
BECAUSE - and this is the best part - for the next two weeks he has little control over you. But do your job and leave on a good note with your co-workers.
It is always interesting to leave a job and find out who your true friends really are. I.e. those true friends will be happy for you and wish you only the best. Those that only care about themselves will see your leaving as a potential negative to them.
If you are given an exit interview by another manager or human resources - the best reason you can give to leave is that you received a better offer.

boss will understand. You are not the first and not the last either. As a past employee and current employer I can tell you dat when I gave my 2 weeks notice, I was asked to stay for 3 more weeks. Then as an employer I was given an hour notice by an employee. You can give your notice in writting or verbal. Depending on the job you are leaving, you might be asked to leave the building immediately and to never come back. Each States have their own laws regarding the last pay check. Find out first so your time it well with payroll and dat with the knowledge in hand you can't be lied to and will get your last paycheck. In your resignation you only have to say that on such a day it is going to be your last day. You are not required to tell them why you're quitting. It is none of their business and if they ask, you can tell them dat the working environment was not healthy for your lifestyle.

tell your boss you only have not determined what you're doing yet (as you're apprehensive about with the flexibility to arise with the money for quitting that is the reality.) And bypass ahead and fill out the HR workplace artwork, it isn't a dedication that you're going to stay, that is more desirable of a only in case. you do not understand what you want for effective yet, and four weeks word is more desirable than beneficiant.

Make sure you have another job lined up first. When you have that covered. Go to your job now and tell your boss that you have been offered something that will fit your needs better and you can not pass it up. And that you are turning in your two week notice to him.

Just type up a little statement and print it or email it - it can be short. For example, "This letter will serve as my two weeks notice. My last day will be on _______." Sign & date it, that's it!
You don't have to explain why you're going. You can always say that you've found another opportunity that you can't pass up. There's no reason to give them details if you don't want to.

Not any info given on your current job, but do it in writing first. Take it in to him, (stop your shaking knees), tell him verbally that you appreciated working for him during these 4 plus years, but that you have decided you would like to try something different. He may ask what that is -- you need to come up with a nice, witty answer before you go in.

Say something like;
"hey Boss..... do you have a minute? Just wanted to let you know that im moving on, and am giving you my two weeks notice. If you dont want me to stay for the two weeks, id be more than happy to recieve your two weeks severance pay. Otherwise, my last day will be ( date ) . Thanks, gotta get back to work now. bye :) "

Write a letter of resignation effective of the date you put on there.
Dont mention if you have a better job, or if you hate this job.
Just say "Dear Boss,
Effective as of July 1, 2006 i am resigning my position of "clerk"
My last day will be ..... Please mail my check and any other correspondence to .....

It is better if you give notice because when you apply for another job and you give the job that you have now as a reference one of the question that your perspective employer will ask is Did he/she give notice before quitting,
