Ignore the person that wants you to start dating behind your mother's back. That will just cause your mother to have reason to NOT trust you.
You're still pretty young. Most people don't start dating until at least age 16. Once you're 16, talk to your mother in a mature manner, and explain to her that you will not have sex, will obey curfew, and will let her meet the person you want to date before you go out. And then make sure you keep your word on those things.

first of all don't "confront" her, you want to talk to her and find out why she's against it. Your mom loves you and only wants to protect you. Your 15 that's still pretty young. If anything compromise and set some boundaries, only with another couple, always provide contact #, and set a curfew? Just be prepared and go in there with an open mind but most importantly listen to your mother. She's been there and done that.

Before you can go date, your Mom should trust you. As for how to tell her, I'd say, date first and she will realize that))) You do not just go to your Mom and say - Mom, I want to date. It a natural thing, it comes by itself.
