All the prices goes up at gas stations though all the gas in the ground was not paid for at that rate, and when oil goes down, gas prices remain the same? Defys logic to me!

because they want to make more money, using any excuse they can find... their actual costs have no bearing on what they sell it for much of the time... perception over reality...

It's called free market capitalism.

If you had a commodity that other people wanted or needed, and were willing to pay $10 for, why would you charge any less?
