first of all you dont say anything about when the rashes occured. Think about what you were doing or where you were at when this happened and narrow it down from there, even think about what you fed her. My son was a little older than this when I had the same problem, my doc. told me not to worry , but I did , and tracked down the factor that every time his MIMI gave him some of jambalya with shrimp it happened , so it could be something as simple as a food allergy

she probably has eczema try using a different laundry soap like Ivory Snow and a milder baby soap or baby wash for sensitive skin. also for her skin try to keep her from scratching it or lying on carpet or any rough material. also my daughter had bad eczema and my mother in law used CORONA which can be compared to bag balm and is made for cattle you can find it in any feed store and I guarantee it won't cause any side effect and heals up almost anything.

Do not use hydro-cortisone on her face...STOP. Sometimes we have a tendency to kiss our lovely children on their faces...your lipstick, lip balms or toothpaste, mouthwash etc. could be an allergen to her so, kiss on hands instead. Take your child to her pediatrician and let them take a look at it. It could be a mild form of dermatitis/eczema

you should give the equate version of head and shoulders a try. My dad gets the same thing on his scalp and chest and it works for him.
